How to Get an SNS Number and Healthcare Benefits in Portugal?

Accessing Portugal’s healthcare system, known as the Serviço Nacional de Saúde (SNS), is (at least in theory) a straightforward process for legal residents. Here’s a comprehensive guide to help you register:

1. Determine Your Eligibility

To utilize the SNS, you must be a legal resident of Portugal. This includes individuals employed in Portugal, self-employed persons, retirees, and dependent family members. Short-term visitors or non-residents are generally required to have private health insurance unless they possess a European Health Insurance Card (EHIC) or come from countries with reciprocal healthcare agreements.

2. Gather Necessary Documentation

Before visiting your local health center (Centro de Saúde), ensure you have the following documents:

  • Identification: Valid passport or national ID card.
  • Proof of Residency: Residence permit or certificate (in our case Certificate of European Union Citizen)
  • Tax Identification Number (NIF): Issued by the Portuguese Tax Authority.
  • Social Security Number (NISS): If applicable, especially for employed or self-employed individuals.
  • Proof of Address: Utility bill or rental agreement.

Having these documents will facilitate a smoother registration process, but the list might be extended depending on the local requirements. For example in our case (for Carcavelos e Parede), it was required also to provide a confirmation from Junta da Freguesia document stating that we are living in this municipality. Sounds easy, but it gave us a lot of headaches as at the end of the day we needed two other Portuguese people living in the same municipality to go with us to Junta as witnesses and sign papers. If you have kids, make sure that you have created earlier a household (agregado familiar) in the finance or social security portal. This will help a lot! In our case, we needed another witness to sign documents that our kids are also living with us.

3. Locate Your Nearest Health Center

Identify the Centro de Saúde closest to your residence. You can use online maps or consult local directories. It’s essential to register at the health center corresponding to your residential area, as the SNS operates based on geographical zones.

4. Register at the Health Center

Visit the health center with your documents. Upon arrival, you might need to take a ticket and wait for your turn. Once called, submit your documents to the administrative staff. They will verify your information and register you into the system. After successful registration, you’ll receive your SNS user number (Número de Utente), granting you access to public healthcare services.

5. Schedule an Initial Health Check-Up (Optional)

After obtaining your SNS number, it’s advisable to schedule an initial health check-up. This appointment allows you to meet your assigned family doctor (Médico de Família) and establish a medical history within the system. During this visit, basic health assessments like blood pressure, weight, and medical history review may be conducted.

Don’t worry if you don’t have a family doctor assigned! This is a common problem in Portugal – even for the Portuguese people.

Additional Considerations:

  • Language: While many healthcare professionals in Portugal speak English, especially in urban areas, it’s beneficial to familiarize yourself with basic Portuguese medical terms or have a translation app handy.
